Director of Human Resources

This position oversees and leads the HR Department and all HR-related activity for the agency, and serves as an internal HR consultant and trusted advisor to agency ownership and management, as well as to director- and supervisor-level team members. The role is responsible for fostering a positive culture, executing talent acquisition strategies, handling and managing employee relations matters, leadership development and ensures HR compliance. This position reports directly to agency ownership/management and is a contributing member of the agency leadership group. It is critical for this individual to bring a strong strategic mindset to the agency, and an ability to align HR-related strategies to business objectives, while maintaining our strong culture. In addition, be able to speak with and relate to employees at all different levels throughout the agency. Talent acquisition and leadership are priorities of this role; however, agency benefit management and basic administrative HR duties are important as well.

Responsibilities and Duties

  • Lead talent acquisition talent acquisition strategy and HR team and onboarding practices that create a consistent structure for applicants, provide guidance to hiring leaders, ensure new employees set up for success and support our retention efforts.
    • Prepare employees for assignments by establishing and coordinating onboarding, orientation and training programs.
  • Leadership of our agency’s work structure by collaborating with agency ownership and directors to develop HR strategies that support business objectives.
  • Set the strategic direction for professional development within the agency (at a team and individual level) and provide leadership to the staff responsible for delivering on the plan.
  • Ensure planning, monitoring, and appraisals of employee work results by training leaders to coach and/or correct employee behavior; serve as the point of contact for employment relations; work to enhance the employee experience by planning, implementing, and evaluating programs, policies and practices that support the agency as a whole and mitigate risks.
  • Work closely with agency leadership and employees to improve work relationships, build morale and increase productivity and retention rates.
  • Serve as a strategic partner by providing guidance on leadership development and overall talent management strategies.
  • Support leadership in navigating organizational changes.

  • Oversee management of our agency’s work structure by helping directors and others with updating job requirements and job descriptions for all positions.
  • Implement an enhanced employee program related to benefits and total compensation.
    • Engage employees to best understand and assess the benefit needs of our employees, monitor trends, and recommend benefit programs to the management team.
    • Work with the agency benefit broker to obtain and evaluate benefit contract bids, maintain program compliance and provide education to employees.
    • Leverage the HRIS/Benefit Administrative system.
  • Provide support to the payroll process, administered within the agency financials team.
  • Ensure legal compliance by monitoring and implementing applicable federal and state requirements for HR, maintain records, and represent the agency with external experts as needed.
  • Develop and implement comprehensive health and safety procedures that align with the organization’s commitment to providing a safe work environment for its people. These procedures should cover all aspects of workplace safety, including hazard identification, risk assessment, emergency procedures and incident reporting guidelines.
  • Analyze HR trends and metrics, and use the information to set a strategic direction in all aspects of human resources.
  • Cultivate professional and technical knowledge by attending educational workshops, reviewing trade publications, establishing personal networks, and participating in professional societies.
  • Regularly review HR processes and implement improvements for better overall employee experience.

Qualifications

  • BS/BA in human resources, business administration or relevant field; MS/MA in human resources or administration is a plus
  • Thorough knowledge of HR management principles and best practices
  • Proven experience as an organization’s lead HR professional – director-level or above
  • Full understanding of how an organization operates to meet business objectives
  • Good business acumen paired with attention to the human elements
  • Strong knowledge of employment legislation and regulations
  • Knowledge of HR-related data analysis and reporting
  • Excellent organizational and leadership skills; outstanding communication and interpersonal skills
  • Diligent and firm, with high ethical standards
